With Note n. 12675/2022 the Ministry of Labor stated that municipal secretaries are legitimated to authenticate the register of non-occasional volunteers, mandatory for all Third Sector Entities:
the formulation used in the ministerial decree of 2021, while not expressly mentioning the municipal secretary, does not exclude him, since the latter falls within the definition of public official; on the contrary, it allows to identify with maximum flexibility the subjects who within the various public administrations involved can carry out the operation, in order to simplify and facilitate its completion to the advantage of the third sector entities concerned, while guaranteeing in any case the achievement of the objective: certifying the composition of the register, to ensure its future integrity (that is, not to allow the alteration of entries, the subtraction, addition or replacement of pages) to guarantee any subsequent checks.
