The recognition of the so-called "second-level" federative bodies, a term which refers to the Associative Networks, the only category of bodies which will be allowed to register simultaneously in multiple sections of the RUNTS, represents one of the most important innovations introduced by the Third Sector Code ( Legislative Decree no. 117/2017).

Provided for and regulated pursuant to art. 41 CTS, second-level federal bodies are allowed, within certain limits, to derogate from the principle of democracy.

However, these must necessarily be constituted in an associative form and are required to equip themselves with a structure such as to be able to attribute relevance and expression to them both on a national and local basis.

Belonging to an Associative Network allows, in fact, the entities that are part of it to be able to carry out associative activities subject to constant monitoring by the Network itself, which represents for them a fundamental tool for promotion, development and control.

The strength of the Networks is also that of being able to promote partnerships and memoranda of understanding with the public administrations. Furthermore, according to the new regulatory provision, once the RUNTS is definitively established, the Networks that have registered for at least one year will be able to access the funds for the financing of projects and activities of general interest for the Third Sector (art. 72 CTs).

Among the Associative Networks, the best known are certainly the Volunteer Service Centers (Csv), so important that they have been regulated separately by Legislative Decree 117/2017 (articles 61 CTS ss.).
