At the meeting entitled "At the center of volunteering", held in Rome on 20 February, Alessandro Lombardi, Director of the Third Sector and Corporate Social Responsibility of the Ministry of Labor and Social Policies, took stock of the reform by communicating that: (the ) the National Council of the Third Sector approved, in the month of January, the models of the budget scheme for the third sector entities, which will soon be published in the Official Gazette; (ii) the decree on the social bonus would also be at an advanced stage; (iii) the discussion on the guidelines for fundraising will begin shortly (pursuant to Article 7 of the Third Sector Code).
As regards the RUNTS (single national register of the third sector), Lombardi declared that the text of the eagerly awaited decree is about to be submitted to the State-Regions Conference which, after this passage, will finally be published in the Official Gazette.
After publication, Unioncamere will have 6 months to make the IT platform operational. In fact, we recall that the IT management of RUNTS was entrusted to Infocamere, the telematic company of the Chambers of Commerce, with the agreement signed with the Ministry of Labor in March 2019.
With the operation of the register, the passage of voluntary organizations and social promotion associations from the respective current registers will first of all be made, to which a term of 60 days may be assigned for any amendments and additions to the bylaws. For non-profit organizations however, the path has not yet been defined.
