On May 4, 2018, the Legislative Decree was published in the Official Gazette. no. 43/2018 with which the supplementary and corrective provisions to Legislative Decree no. 40/2017, concerning the establishment and regulation of the Universal Civil Service.
For the purposes of submitting programs and projects, the National Civil Service bodies will have to comply by 5 May 2019 with the provisions for the Universal Civil Service and register in the registers responsible for this; the enrollment in the previous registers will therefore cease to be effective but the projects still in progress or those presented in relation to notices published by the same date will remain unchanged.
This decree also provides that in the context of the l. no. 125/2014 - General regulation on international development cooperation - the employment relationship established between the subjects of development cooperation and the personnel employed in the context of their foreign activities, whose economic treatment must be parameterised to that adopted for operators volunteers on the basis of the provisions of article 17, paragraph 1, of Legislative Decree no. 40/2017, cannot be assimilated to any form of employment relationship of a subordinate or para-subordinate nature and does not involve suspension and/or cancellation from placement or mobility lists.
